House Bill 1940 (Act No. 656) signed by the governor March 27 and effective 91 days after adjournment (projected as May 19) allows a deed to be recorded by the county clerk without an affidavit of compliance or a receipt showing proof of tax paid attached to the deed, if the transaction is exempt from real property transfer tax.
