House Bill 3887 (Public Act 370) signed by the governor August 14 and effective January 1, 2016 amends the Business Assistance and Regulatory Reform Act to require state agencies to identify rules, regulations and processes unreasonable or unduly burdensome to small business which is defined as independently owned with 50 or fewer employees and gross annual sales of $4 million or less.
