Senate Bill 669 signed by the governor March 25 and effective June 7 authorizes the Secretary of State to appoint notaries as a commissioner to acknowledge signatures performed in or out of West Virginia by persons residing in or out of the state covering deeds, leases, and other writings pertaining to West Virginia property for recordation in the state.
